Paul Winters, associate vice president of the strategy and knowledge department at the International Fund for Agricultural Development, will present a talk, “Can Irrigation Investment Improve Social Outcomes? Evidence From The Philippines,” at 1:30 p.m. Sept. 21 in Filley Hall, Room 210. The lecture is free and open to the public.

The International Fund for Agricultural Development is a global financial institution and specialized United Nations agency based in Rome. Since 1978, it has provided $18.5 billion in grants and low-interest loans to projects that have reached about 464 million people. 

Winter’s research areas include rural development and smallholder agriculture. In the past, he has served as a professor of economics at American University and has worked at the Inter-American Development Bank, the University of New England, and the International Potato Center.
